UPLEADON PARISH COUNCIL
Minutes of a meeting of Upleadon Parish Council held on Thursday 15 September 2011 at Upleadon Village Hall at 7.30 pm.

2.00 Co-option to fill vacant seat
It was announced that two responses had been received to fill the Council’s vacant seat – Mr Paul Thompson and Mr Henry Dunn. Mr Thompson who was present at the meeting opted to withdraw his application. In the circumstances it was unanimously agreed that Mr Dunn be co-opted on to the Council.
2.1 Approval of Minutes of Council meeting – 19 May 2011
Approval of the minutes of the Council meeting of 19 May 2011 was proposed by Cllr Wood and unanimously agreed.
2.2 Matters Arising
P.1 1.5 Cllr Manning advised that he had made inroads into compiling a list of properties in the Parish with regard to compiling a mapping and grid reference to assist the Ambulance Service in quickly and accurately identifying and attending properties in the event of an emergency.
2.3 Finance/Sundry Payments
Finance & Sundry Payments were agreed to a sum of £136.43 to the Clerk and £34.00 to HMRC
2.4 Correspondence
2.4.1 Gloucestershire County Council – Bus Review
Members were advised that the result of the Bus Review by the County Council had been received. Bus route 643 Redmarley – Upleadon – Gloucester in that revised proposals will be drawn up for this service on or before March 2012.
2.4.2 Glos Assoc of Parish & Town Councils – AGM
Members were invited to attend the Glos Assoc of Parish & Town Councils AGM on 13 October 2011. Members were unable to attend.
2.5 Business
2.5.1 Highway matters
Cllr Wood advised that he had recently met with the Highways representative from Gloucestershire Highways. He had raised an issue with regard to the responsibility of land fronting the village hall/Mr Leighton’s property and Mr Gray had promised to look into this. The Clerk advised that Mr Gray had since responded by enclosing a map showing the extent of land owned by the Highways Authority and undertaking to repair the potholes within the land area.
2.5.2 Blocked footpath
The Clerk advised that Cllr Mrs Woolfrey had reported a blocked footpath in the vicinity of Edens Hill to the Public Rights of Way Department but that they had since been unable to locate the land owner. The area of land was known as the Rudges – however Members were unfamiliar with the name or indeed the landowner.
2.5.3 Any Other Business
The Clerk advised receipt of a planning application: DF12088 P1648/11/COU
Mrs L Ricahrdson, The Cottage, Edens Hill, Upleadon – Change of use of land to equestrian use and the creation of a manage.
Members had no objection to the application.
This concluded the business of the meeting and it was declared closed at 8.15 pm.
Reading the minutes of the paris council meeting, 2 things came to mind.
1. Some notices put on the board in the past by the parish council have been multiple or double sided items. How are we expected to read these if the notices are covered by a locked plastic sheet.
2. Drainage. All the houses near Underleaf were built with under drive drainage and water (when it gets there – it can’t get there from the road owing to the sunken road surface over a water drainage scheme under the road trapping the water there). Your respodant putting out wrong information saying the ditch was blocked by vehicle accesses is just not right and this should be corrected and the official who said it informed and he needs to carry out a proper inspection. Kindly inform him before he insults us all by writing to us as he has said he will do.
